Superintendent and client representative services
The superintendent is central to how a construction contract runs. They assess claims, direct variations, certify completion and keep both parties to the contract. PDC acts as superintendent or client representative on commercial projects across Victoria, protecting the principal's position while administering the contract fairly and on time.
Contracts we administer
We administer projects under the Australian Standard general conditions most common in Victorian commercial work:
- AS 4000-1997 General conditions of contract
- AS 2124-1992 General conditions of contract
- AS 4902-2000 General conditions of contract for design and construct
- Amended and bespoke principal-drafted conditions based on these forms
What the role covers
- Assessing progress claims and issuing payment certificates within contract timeframes
- Directing and valuing variations
- Assessing extension of time and delay claims
- Issuing directions, notices and site instructions
- Certifying practical completion and managing the defects liability period
- Maintaining the contract record and correspondence trail
Why it matters
Poorly administered contracts are where disputes start. Missed timeframes, undocumented directions and unassessed claims all weaken the principal's position. Progress claims in Victoria also sit within the Building and Construction Industry Security of Payment Act 2002 (Vic), so timing and documentation matter. We run the contract to the letter, with a clear record from award to final certificate.
Independent or integrated
PDC can act as an independent superintendent on a project delivered by your chosen contractor, or alongside our own project management where we lead delivery end to end.
FAQs
Is the superintendent the client's agent?
Under standard Australian forms, the superintendent acts as the principal's agent for some functions and must act honestly and fairly when assessing and certifying. We manage both obligations.
Can you take over as superintendent mid-project?
Yes, subject to the contract's provisions for replacing the superintendent. We'll review the contract record and bring administration up to date.
